Welcome to Engage Dartmouth

The Arthur F. Dias Landing is one of the most popular access points for the public to Padanaram Harbor. Managed by the Town of Dartmouth Harbormaster&rsquo;s Department with support from the Waterways Management Commission, each year thousands of boats are launched at the boat ramp and hundreds visit the site for the view of the northern end of the Harbor.In the recent past, there have been a number of improvements made to the site. Security lighting and cameras have been installed, new dinghy and kayak racks are in place, and parking lines have been repainted.Now the Waterways Management Commission is considering a sizable increase in floating dockage&mdash;primarily to support dinghies and other small craft. A recent Feasibility Study highlights the need for additional small craft dockage in the harbor and, with competitive pricing, can be self-supporting. Arthur F. Dias Landing Feasibility Study

While the Town of Dartmouth and the South Coast region have a longstanding connection to the maritime economy, the Town lacks a comprehensive economic development strategy for the blue economy. The experience of other communities across Massachusetts shows that evidence-based economic development efforts that build on existing strengths and assets are best suited to organize and position themselves for long-term success and prosperity. This evidence makes it clear that the Town of Dartmouth would benefit from the information and data the Harbor Economic Analysis can provide.The project would:<ul><li>Create an economic development strategy that positions the Town to capitalize on new and emerging opportunities in the Blue Economy.</li><li>Develop a workforce and demographic profile of the town, including demographics, labor market trends, and commuting patterns.</li><li>Prepare a conceptual harbor economic development and fiscal maintenance strategy that contains recommendations for follow-on initiatives including local staffing resources, further detailed planning, and potential funding sources.</li><li>Determine how sea level rise, catastrophic storm events, and other environmental concerns might affect municipal revenues.</li></ul>The Harbor Economic study started in August 2023 and is expected to be completed in June 2024. The study cost $40,000, funded through the Seaport Economic Council and Community Preservation Funding.

Padanaram Harbor Economic Analysis

A Housing Production Plan (HPP) is a community's proactive approach to planning and developing affordable housing. It is achieved by creating a strategy to enable it to meet its affordable housing needs in a manner consistent with the Chapter 40B statute. With the Town of Dartmouth’s current plan set to expire in February 2024, the Town is seeking grant funds to bring on SRPEDD to assist the Town with the plan update. Click here to read the most recent plan. An updated Housing Production Plan will assess Dartmouth’s accomplishments since 2019, develop an updated strategy to meet Dartmouth’s overall housing needs, and assess the various impacts of proposed new developments. It will provide a thoughtful, data-based strategy for meeting the community’s affordable housing goals. The new plan, once completed and approved by the Executive Office of Housing and Livable Communities (EOHLC) will be effective for five years. This project is expected to cost $45,000 and to be funded through Community Preservation Funds (CPC) and District Local Technical Assistance (DLTA) Grant. The project has not yet been funded. The HPP typically addresses housing needs, challenges, affordable housing qualifications, obstacles, and strategies in planning and implementing affordable housing.

Housing Production Plan

With Apponagansett Park and Dias Landing&#39;s growing popularity the Town of Dartmouth is looking to create a comprehensive report that would outline the development of the area.&nbsp;This plan would also evaluate the impact that development and improvements would have on the local maritime economy.&nbsp;The estimated cost for this study is $75,000 and is expected to be funded by the Seaport Economic Council (SEC) and with Community Preservation Funding. As of January 2024 the project has not yet been funded or started.&nbsp;

Apponagansett Park and Dias Landing Master Plan

The goal of this project would be to develop design plans for an ADA-accessible walking trail and footbridges from Cornell Pond&rsquo;s public parking area to the adjacent DNRT Howland Reserve property line.&nbsp;As part of the proposed design, engineering consultants would assess the Cornell Pond spillways and ensure the installation of footbridges would not adversely affect the existing infrastructure. Currently, much of the Town&rsquo;s open space at the property is inaccessible to the public from Old Fall River Road due to the spillways and wetlands. By completing this project, the Town of Dartmouth hopes to improve the safety, accessibility, and enjoyability of this public property for recreational purposes.The design of the walking trails is expected to cost $120,000 and be paid with Community Preservation Funds (CPC) and the MassTrails FY24 Grant. Funding for this project has not be awarded as of January 29, 2024.&nbsp;The project is expected to be funded and started by February 2024 and have a completed design by July 2025.
